OFF-STREET PARKING & VEHICLE STORAGE

In Residential Neighborhoods
We all take pride in the way our neighborhoods look. Storing too many vehicles on a residential lot may cause your property to look cluttered and to lose value.  Based on these factors, the City has created the following provisions for parking and storage of vehicles on residential lots to help keep our neighborhoods safe, clean, and attractive.

What is a vehicle? Vehicles include: automobiles, trucks, motorcycles, snow-mobiles, trailers, campers, pickups, recreational vehicles, etc.

What is off-street parking? A vehicle that remains in one location on your lot for less than 48 hours is considered “parked.”


May I park more than one vehicle on my lot? Yes.  You may park one or more vehicles on your driveway for up to 48 hours without moving it.


May I park a vehicle anywhere on my lot? No. You may only park a vehicle on a driveway or a pad paved with asphalt, concrete, or pavers.


When is a vehicle considered stored? A vehicle that remains in one location on your lot for more than 48 hours is considered a “stored” vehicle.


May I store more than one vehicle out-side on my lot? No.  You may store one vehicle on your lot in the rear yard. You must store your vehicle on a driveway or pad paved with asphalt,  concrete, or pavers and must meet required setbacks. A recreational vehicle (RV) may be considered your one stored vehicle.  The stored vehicle must be “operable.”

 

When is a vehicle considered “inoperable?” Vehicles with missing or expired license plates, missing a window, headlight, engine, wheel, or other vehicle parts are considered “inoperable.”  Vehicles which cannot move forward or backward are considered “inoperable.”


Where do I report inoperable or un-lawfully stored vehicles? Where to report stored vehicles depends on whether the vehicles are on private property or on a city street, alley, or public right of-way.  You may report in-operable or unlawfully stored vehicles on private property to the Planning Ser-vices Department, City Hall, 50 West
13th St., Dubuque, Iowa  52001, telephone (563) 589-4210.


Inoperable or unlawfully stored vehicles on a city street, alley or public right-of-way should be reported to the Police Department, Law Enforce-ment Center, 770 Iowa St., Dubuque,Iowa  52001, telephone (563) 589-4415.
